Experts of Round Table stressed that one part of the EU energy policy is energy conservation, which includes, among other things, promotion of energy efficiency of buildings. To improve the energy performance of buildings by the European Parliament and the Council on December 16, 2002 the Directive 2002/91/EC on the energy characteristic of buildings was adopted. But, for example, in Ukraine there is no specific legislation in the field of energy efficiency of buildings. The technical condition of the vast majority of existing buildings and energy systems can not provide an adequate level of their energy characteristics.

For these reasons, the development of this bill will become an important step towards the formation of an effective legislative framework, will improve living standards by reducing expenditure on payment for fuel and energy resources, sustainable management of state and local budgets.

The result of the roundtable was to create a working group under the appropriate committee of the Verkhovna Rada to finalize the bill, as a document, from point of view of specialists on energy efficiency of buildings, has several disadvantages.

Working group shall be headed by the developer of the Bill – deputy of Ukraine Yuriy Odarchenko, who last week received an official request to include experts from the Confederation of Builders of Ukraine in a workgroup ("Altis-Holding" - is a member of the Board of Directors of the Confederation).
